2. Quebec Experience Program (PEQ)

This program is designed for individuals who have studied or worked in Quebec and wish to obtain permanent residence status. There are two streams under the PEQ: one for Quebec graduates and one for temporary foreign workers.

a. Quebec Graduates Stream

The Quebec Experience Program, specifically the Quebec Graduate Stream, offers a pathway to permanent residence for eligible international students who have completed approved full-time studies in Quebec. This program allows students on a valid study permit to gain the required work experience and apply for permanent residency in Quebec.

3. Quebec Business Immigration Programs

There are three business immigration programs available in Quebec:

a. Quebec Entrepreneur Program

This program is designed for individuals who wish to start or acquire a business in Quebec.

To be eligible for the Quebec Entrepreneur Program, applicants must meet the following criteria

  4. Prepare and submit a business plan outlining your intentions and strategies for establishing or acquiring a business in Quebec, including details about the investment, operations, job creation, and your contribution to the Quebec economy.
  5. Provide a security deposit of CAD $200,000 if you intend to settle in the metropolitan area of Montreal or CAD $50,000 if you intend to settle outside of the metropolitan area of Montreal. The deposit is refundable after meeting the program requirements.

b. Quebec Investor Program

This program is designed for individuals who wish to invest in a Quebec-based business or in a government-guaranteed investment.

To be eligible for the Quebec Investor Program, applicants must meet the following criteria

  1. Possess a legally acquired personal net worth of at least CAD $2,000,000, either alone or with the help of your spouse or common-law partner.
  2. Commit to making an investment of CAD $1,200,000 with an authorized financial intermediary (brokerage firm) for a period of five years. The investment is guaranteed by the Quebec government and will be returned in full after the five-year period.
  3. Have at least two years of management experience in the past five years in a legal farming, commercial, or industrial business, or in a legal professional business where the staff, excluding the applicant, occupies at least the equivalent of two full-time jobs.

c. Quebec Self-employed Worker Program

This program is designed for individuals who wish to work in Quebec as self-employed workers in the arts, sports, or agriculture sectors.

To be eligible for the Quebec Self-Employed Worker Program, applicants must meet the following criteria:
