UK Proposes New Immigration Measures to Enhance Education Standards and Graduate Opportunities

The UK government has introduced a White Paper on Immigration, outlining a series of reforms aimed to strengthen the integrity and quality of its international education system, while ensuring fair and responsible student recruitment practices.
One of the key proposals is to refine the UK Post-Study Work Visa (PSW UK) route by adjusting the post study work visa duration. International students completing undergraduate and Masters degrees will now have up to 18 months to remain in the UK, to work and seek employment, while PhD graduates can continue to stay for up to 3 years.
Introduced in July 2021, the UK Post study work permit remains an unsponsored, flexible opportunity for graduates to gain valuable work experience in the UK after their studies.
To further improve education and workforce quality, the government is considering the introduction of a levy on higher education institutions enrolling international students. This investment is expected to be reinvested into the UK's national skills strategy, supporting long term development and infrastructure across sectors.
Language proficiency standards are also being updated to align with evolving job market demands. Now, the minimum English requirement for skilled workers and other applicable categories to be considered is B2 from previously B-1 (independent user), under the Common European Framework of Reference of Languages (CEFR levels). Additionally, adult dependents of students and workers will be required to meet at least an A1 level, promoting smoother integration into British society.

The government also plans to support genuine student migration by raising standards for educational institutions that sponsor international students new benchmarks, including a minimum 95% post commencement rate (up from 90%) and a 90% post completion rate, (up from previously 85%) while maintaining a visa refusal rate below 10%. Institutions would be further categorised as Red, Amber or Green based on performance enhancing transparency and encouraging excellence.
