Quebec held a PSTQ draw on February 23, inviting 2,573 skilled workers across four streams - highly qualified professionals, intermediate workers, regulated occupations, & exceptional talents, strengthening immigration pathways after the PEQ closure.
On February 23, Quebec’s Ministry of Immigration, Francization and Integration (MIFI) conducted a new round of selections under the Skilled Worker Selection Program (PSTQ). Invitations were issued to skilled foreign workers through multiple streams aimed at addressing the province’s labour market needs.
With the Quebec Experience Program (PEQ) recently closed, the PSTQ has now become the primary route for skilled professionals seeking to immigrate to Quebec. In the program’s second draw of the year, a total of 2,573 invitations were distributed across four streams, including Highly Qualified and Specialized Skills, Intermediate and Manual Skills, Regulated Professions, and Exceptional Talents.

The February 23 PSTQ selection round distributed invitations across four different streams, each targeting workers with specific skills, education levels, and professional backgrounds.
Stream One: Highly Qualified and Specialized Skills
This stream issued 901 invitations across three selections for candidates working in TEER 0, 1, or 2 occupations who were living in Quebec and had at least 12 months of local work experience.

Additional requirements for selections included:
- Selection 1 required a Quebec diploma of at least 900 hours or 30 university credits per year.
- Selection 2 required candidates to work in occupations identified as priority roles.
- Selection 3 focused on candidates with a minimum score of 722.
Stream Two: Intermediate and Manual Skills
A total of 495 invitations were granted across three selections to candidates working in non-regulated TEER 3-5 occupations.

- Selection 3 focused on candidates meeting the minimum score requirement.

Stream Three: Regulated Professions
A total of 1,141 invitations were issued across six different selections for candidates working in regulated occupations while residing in Quebec.

Additional criteria included:
- Selection 1 required a Quebec diploma of at least 900 hours or 30 university credits annually.
- Selection 2 targeted high-demand professional roles in TEER 0-2.
- Selection 3 specifically invited physicians (NOC 31100, 31101, 31102) who already had authorization to practice in Quebec.
- Selections 4 and 6 required oral French proficiency of at least NCLC level 5.
Stream Four: Exceptional Talents
This stream issued 20 invitations to candidates with outstanding professional achievements or recognized expertise.

Eligibility requirements:
- Selection 1: Candidates needed a positive recommendation letter from a MIFI partner organization and at least 36 months of experience in their main occupation within the last five years.
- Selection 2: Candidates had to present proof of an exceptional achievement, hold a doctoral-level qualification equivalent to Quebec standards, and show 36 months of work experience in their main occupation over the previous five years.
The remaining 14 invitations under this stream were issued to candidates who met the general eligibility criteria for the Exceptional Talents pathway.
