Canada Extends Open Work Permit Policy for PNP Candidates

Immigration, Refugees, and Citizenship Canada (IRCC) has extended its policy, allowing provincial nominee candidates to obtain open work permits (OWPs) for up to two years. Eligible candidates must have a valid profile in an expression of interest (EOI) pool and a support letter from a participating province or territory, along with meeting other criteria. This temporary public policy will remain in effect until December 31, 2025. Let’s explore the details of this extension.
Eligibility Criteria for Applying for an OWP Under This Policy
To qualify for a work permit under this temporary public policy, applicants must:
- Provide a letter of employment from their current employer.
- Obtain a support letter from the province or territory where they are currently living and working.
Additionally, applicants must meet at least one of the following conditions.
Situation 1: Valid Work Permit
- The applicant currently holds a valid work permit.
Situation 2: Expired Work Permit + Applied for Extension or Restoration
- The applicant had a valid work permit as of May 7, 2024, which has since expired.
- They have applied for either:
- An extension of their authorization to stay in Canada as a temporary resident, or
- Restoration of their temporary resident status.
Currently, three Provincial Nominee Programs (PNPs) have implemented this temporary public policy and are issuing work permit support letters.
- Alberta - Alberta Advantage Immigration Program (AAIP)
- Manitoba - Manitoba Provincial Nominee Program (MPNP)
- Yukon - Yukon Nominee Program (YNP)

Regulatory Exemptions Under This Policy
Under this temporary public policy, individuals in Situation Two may be exempt from:
- The requirement to apply for restoration of temporary resident status within 90 days of losing their status.
- Work permit ineligibility due to unauthorized work or non-compliance with work authorization conditions.
Steps to Apply for an Open Work Permit (OWP) Under This Policy
If you meet the eligibility criteria, follow these steps to apply for an OWP.
Step 1: Gather the Required Documents
To submit your application online, you will need:
- A scanner or camera to create digital copies of your documents.
- A valid credit or debit card for pay.
Step 2: Review the Instruction Guide
Before filling out the application, read the instruction guide carefully. It provides step-by-step instructions on completing each section of the form.
Important Note:
If you need to restore your temporary resident status, indicate this on form IMM 5710.
- Under Question 3, select “Restore my status as a worker”.
- Provide additional details about your situation under the “client information” section in your IRCC secure account under “optional documents”.
Step 3: Understand the Fees
Applicants are required to pay processing fees, which may include the following.

Step 4: Create or Sign in to an IRCC Secure Account
An IRCC Secure Account is necessary to:

Step 5: Obtain Your Document Checklist
After signing in, answer a few questions to receive a personalized document checklist outlining the required submissions.
- If using an Authorized Paid Representative (APR), they can submit the application on your behalf through the APR Portal.
- You must officially declare your representative or your application may be denied.
When prompted with the question “Does one of the following apply to you?”, select -
“I am applying for an open work permit under an active public policy or pilot program announced by IRCC.”
Other options may also be listed, such as:
- I applied for a study or work permit before entering Canada, which was approved but not issued at a port of entry.
- I applied for permanent residency and was found eligible (first stage approval) under specific categories (e.g., Spouse or Common-law Partner in Canada, Humanitarian and Compassionate cases).
Step 6: Complete the Application Forms
Follow the on-screen instructions to fill out your application and submit the required fees.
In the “Details of Intended Work in Canada” section:
- Box 1 - Type of Work Permit: Select “Open Work Permit”.
- Box 4 - Job Title and Brief Description of Duties: Enter the provincial code corresponding to your location.
- Alberta: ABEOI2024
- Manitoba: MBEOI2024
- Yukon: YKEOI2024
Step 7: Upload Supporting Documents
The document checklist will guide you on the required submissions. Ensure you include:
- A copy of your valid passport.
- A completed Family Information Form (IMM 5707).
- A digital photo.
- A support letter issued by your province or territory (Alberta, Manitoba, or Yukon).
- A copy of your current work permit (if applicable).
- A letter of employment from your current employer.
