Canada is set to launch a new permanent residency pathway in 2025 as part of its effort to strengthen economic migration. This upcoming program will build on the existing Economic Mobility Pathways Pilot (EMPP) and focus on creating stable opportunities for skilled refugees and displaced individuals. The initiative reflects Canada’s ongoing commitment to supporting both economic growth and humanitarian goals.
The plan forms a key element of IRCC’s 2025-2026 departmental framework aimed at modernizing immigration options. While specific details about who can apply and how the program will function are yet to be released, the government has assured that it will be in place before the EMPP concludes on December 31, 2025.
Canada’s Economic Mobility Pathways Pilot (EMPP)
Launched in 2018, the Economic Mobility Pathways Pilot (EMPP) connects skilled refugees and displaced persons with Canadian employers through economic immigration programs. Since its inception, it has helped nearly 970 newcomers build new lives in Canada. The EMPP reflects Canada’s goal of combining economic immigration with humanitarian support.
How EMPP Works
The EMPP operates through both federal and regional streams. The regional stream runs via programs like the Atlantic Immigration Program (AIP) and the Provincial Nominee Program (PNP). At the federal level, there are two routes - one for applicants with a valid job offer and another for highly skilled workers without a job offer, though this no-job-offer stream is currently closed.
To make the process accessible, IRCC covers application, biometric, and medical exam fees for applicants and their families. The government also assists with travel costs and offers settlement support. In addition, the right of permanent residence fee is waived to further ease the transition.
Eligibility Requirements for EMPP
Applicants must prove they are refugees or displaced persons using approved documents or referrals from recognized partners. They must apply from outside Canada. The job offer federal stream requires candidates to have at least one year of work experience, relevant education, and language skills that match the NOC TEER job categories.
Regional stream applicants must meet provincial criteria, secure a full-time job offer, and demonstrate language and educational qualifications, with certain flexibilities under AIP.
