In response to a reduction in the federal nomination allocations, British Columbia has announced strategic changes to its Provincial Nominee Program (PNP) for 2025. The federal government has halved BCPNP nomination quotas to 4,000 spots promoting the province to prioritise sectors critical to its economic growth and labour market needs.

2. Healthcare Stream Refinement: The Health Authority Stream now exclusively targets roles directly contributing to healthcare delivery in Canada, such as doctors, nurses and allied health professionals This ensures that nominations address critical shortages in BC's healthcare system.
3. Entrepreneur Immigration Focus: The entrepreneur immigration scheme continues to invite applications prioritising individuals who can create jobs, drive innovation and contribute to economic growth. Notably, the Entrepreneur Immigration Regional Pilot has been made a permanent stream encouraging business development in BC’s interior, coastal, and rural communities
4. High Economic Impact Candidates: General and priority occupation, Invitations to Apply (ITA), are suspended and instead, approximately 100 ITAs will be issued to skills immigration registrants, likely to create significant economic impact. The criteria to this will be specified during each draw with the first expected in early May 2025
5. Early Childhood Educators (ECE): The BCPNP will prioritise ECE positions in future targeted its, reflecting the province’s emphasis on roles requiring advanced qualifications. However, it is important to note that ECE assistant will no longer be included in these draws
6. Social and Community Service Workers: Enhanced guidelines are being developed in collaboration with Ministry of Health, placing greater emphasis on qualifications and professional standards to ensure nominees can effectively address complex social challenges
7. Student Streams On Hold: BC's plan to launch three new student streams have been paused until further BCs nomination allocation is restored. This decision allows the program to focus on existing applications and high priority sectors.
8. Service Standards and Advocacy: The BCPNP aims to return to a 3 month service standard for new applications submitted in 2025. Additionally, the province continues to advocate for an increased nomination allocation from the federal government, highlighting immigration rule in addressing the province’s labour shortages and driving economic growth.
