Ontario Issues 3,719 Invitations to Apply (ITAs) for Provincial Nomination

After more than 4 months, Ontario resumed its Provincial Nominee Program (PNP) on June 3, 2025, through the Ontario Immigrant Nominee Program (OINP). The province conducted a total of 10 draws, issuing 3,719 Invitations to Apply (ITA) under the Employer Job Offer Streams - Foreign Worker, International student, and In demand Skills. All invitations were based on profiles submitted between June 3, 2024 and June 3, 2025.
1. Foreign Worker Stream
On June 3, Ontario held three separate draws under the Foreign Worker Stream. The minimum score and Number of ITAs shared to the target groups include:

- 391 ITAs were shared to candidates residing in Canada with a Bachelors degree or higher and a job offer in Northern Ontario
- 411 ITAs were issued to candidates potentially eligible for the Regional Economic Development through Immigration (REDI) pilot, and who had job offers in designated communities, and must be currently living in Canada
- 5 ITAs were issued to candidates with job offers under NOC 41321, Career development petitioners and counselors (excluding candidates from education)
*This Foreign Worker Stream targets foreign workers with job offers in skilled occupations under TEER categories 0,1, 2, or 3.

2. In Demand Skills Stream
Similar to Foreign Worker Stream, the In Demand Skills Stream has 3 draws held on June 3, 2025. The score requirements and ITAs shared include:

- 89 ITAs were issued to candidates in Northern Ontario with a Bachelors degree or higher.
- 69 ITAs were shared to REDI eligible candidates currently living in Canada
- 214 ITAs were issued to applicants with job offer under the NOC 44101 home support workers, caregivers, and similar roles.
This stream targeted job offers in specific high demand occupations such as agriculture, construction and caregiving.

3. International Student Stream
Ontario under its Provincial Nominee Program (PNP), OINP consulted 4 draws under the International Students Stream. The details to minimum score requirements and number of ITAs shared include:

- 1,350 ITAs were shared to candidates in health related occupations with qualifying job offers.
- 334 ITAs were issued to international students with job offers in Eastern Ontario
- 493 ITAs were sent to candidates with job offers in Northern Ontario
- 363 ITAs were issued to REDI eligible candidates residing in Canada
Eligible candidates in this stream needed to have a job offer in a skilled occupation (TEER 0 - 3) and a credential from an approved Canadian educational institution. However, no prior work experience was required to qualify.
