Newfoundland and Labrador Issues 231 Invitations Through PNP and AIP

On August 13, Newfoundland and Labrador conducted a new immigration draw, offering new opportunities for aspiring immigrants. Invitations were issued under two major pathways - the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
A total of 231 Invitations to Apply (ITAs) were issued by the Office of Immigration and Multiculturalism. This draw highlights the province’s active efforts to attract skilled workers through multiple pathways. So far in 2025, Newfoundland and Labrador has extended 1,675 ITAs via NLPNP and 374 through AIP.

Newfoundland and Labrador faced a reduction in its economic immigration allocations this year, with the PNP dropping to 1,050 spots from 2,100 in 2024. After discussions in February, the province secured an additional 1,000 spaces, raising the total to 2,050. Meanwhile, the Atlantic Immigration Program (AIP) maintained its steady quota of 475 spots.
With several draws already conducted, the province now has 375 nomination spaces still available under the PNP. For the AIP, only 101 places remain open for the rest of 2025.

Newfoundland and Labrador’s New EOI Model for Immigration
Newfoundland and Labrador introduced a new Expression of Interest (EOI) system in February 2025, replacing its earlier first-come, first-served approach. Since then, the province has already conducted seven draws using this updated model. The change was made to handle the growing number of applications more efficiently.
Under the EOI process, candidates begin by submitting a form that highlights their skills, education, and work experience. These submissions are carefully reviewed by the provincial authorities to identify applicants who align with labour market demands. Those meeting the eligibility requirements are then invited to apply.
Candidates selected through this system may either apply for nomination under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) or receive an endorsement for the Atlantic Immigration Program (AIP). This two-step approach helps the province attract talent that best supports its economic and workforce priorities.
