New Home Care Worker Immigration Pilots in 2025 Offer Canada PR on Arrival

Immigration, Refugees and Citizenship Canada (IRCC) has announced the launch of new Home Care Worker Immigration Pilots which are set to be initiated from March 31, 2025. These innovative programs will provide eligible foreign home care workers with permanent residency (PR) upon arrival, streamlining their pathway to settling in Canada.
The new pilots will replace the previous PR pathway for caregivers which have now expired. This initiative reaffirms Canada's commitment to strengthening its healthcare and home care sectors by attracting skilled professionals worldwide.
Who is Eligible For the New Home Care Worker Pilots?
To qualify for the new enhanced home care worker pilots. Applicants must meet the following criteria:
- Demonstrate official language proficiency of CLB level 4
- Possess the equivalent of a Canadian High School diploma
- Have recent and relevant work experience in home care
- Secure a full time job role in the home care sector
As of June 16, 2024 candidates under the previous Home Care Worker Immigration Programs needed only 6 months of eligible experience to qualify for PR.

Background and Key Developments
IRCC first revealed plans for these new pilots on June 3, 2024 outlining essential eligibility criteria. Shortly after, on June 17, 2024, the Home Child Care Provider Pilot and Home Support Worker Pilot were officially closed, paving the way for a revamped and improved caregiver immigration pathway.
The new pilots mark the latest step in Canada's evolving carekeeper immigration programs, which have included:
- Live In Caregiver Program (Closed in 2014)
- Caring for Children and Caring for People With High Medical Needs Pilots (Closed in 2019)
- Interim Pathway for Caregivers (Closed in 2019)
- Home Childcare Provider and Home Support Worker Pilots (Closed in 2024)

Under Canada's Immigration Levels Plan 2025 - 2027, IRCC has allocated 10,920 new immigrant admissions for Federal Economic Pilots, including
