Manitoba PNP Issues 47 Invitations in First November 2025 Draw

On November 6, 2025, the Manitoba Provincial Nominee Program (MPNP) issued invitations to nearly 50 skilled worker candidates in its first draw of the month.
Specifically, 47 Letters of Advice to Apply (LAAs) were sent to candidates under the Skilled Worker Stream pathways, all of whom had declared receiving an invitation through a strategic recruitment initiative.
Details of the November 6 Draw
Out of all the 47 LAAs issued in this draw, 10 declared having a valid Express Entry profile and job seeker validation code. The distribution of LAAs to candidates who reported receiving an Invitation to Apply (ITA) under a strategic recruitment initiative is as follows:

The MPNP figured that some candidates who met the selection criteria did not receive LAA invitations due to issues like:
- Not entering valid or current language test numbers or failing to provide a valid invitation number from the strategic recruitment initiatives.
- Additionally, while this draw included candidates claiming full Manitoba licensure for regulated occupations, the MPNP may refuse applications lacking proof of completed licensing or proof of work in the regulated profession.

Manitoba’s Nomination Allocation for 2025
Regarding yearly allocations, at the beginning, Manitoba faced a 50% cut in nomination allocations for 2025 compared to 2024, but successfully negotiated an increase. The province's total nomination allocation for 2025 now stands at 6,239, which is about 65% of the 2024 allocation of 9,500.
Manitoba is expected to receive even more nomination spots under the federal government's 2026-2028 Immigration Levels Plan, which indicates a 66% increase in permanent resident admission targets starting in 2026.
This increase in nominations will likely allow Manitoba to welcome a higher number of provincial nominee candidates, supporting the province's objectives of workforce and community development through strategic immigration efforts.
