The United Kingdom has introduced a new set of immigration rules aimed at aligning its workforce strategy with long term economic growth and productivity goals. These updates outlined in the recently released White Paper on Immigration marks a strategic shift in how the UK attracts global talent with a renewed focus on high skilled professionals.
Higher Skill Thresholds For Skilled Worker Visa
Under the revised policy, the UK plans to raise the minimum skill threshold for foreign workers from previously RQF Level 3 (A level equivalent) back to RQF Level 6 and above, ensuring that immigration is linked to highly skilled roles. These changes intend to attract professionals with advanced qualifications who can contribute meaningfully to the UK's evolving labour market.
Changes to the Skilled Worker Visa program will primarily affect new applicants, while the existing work visa holders in roles below RQF 6 would continue to renew and switch jobs under current roles. All new applicants must meet the updated RQF 6 and above requirement, to ensure a smooth transition while maintaining workforce continuity in essential sectors
*The Regulated Qualifications Framework (RQF) classifies jobs by the complexity and skill level requirements with RQF 6 indicating a degree level occupation

Introduction of Temporary Shortage Occupation List
The UK government will also be introducing a Temporary Shortage Occupation List to allow time limited access to certain roles that are vital for key sectors, including those contributing to national infrastructure or critical services.
These occupations typically at RQF Levels 3 - 5 will only be eligible under the point based immigration system for a limited time, creating a pathway that balances current labour shortages with the long term goal of upskilling the domestic workforce
Removal of Salary List and Standardised Wage Thresholds
Additionally, the Immigration Salary List, which offered salary thresholds, exemptions for some roles, would be phased out, and in its place, new standardized salary thresholds would apply uniformly, ensuring wage standards are met across all industries. This change is designed to promote fair compensation and reduce wage suppression across the labour market
Increase in Immigration Skills Charge
The Immigration Skills Charge is a fee employers pay to sponsor foreign workers, is set to witness an increase by 32% for the first time since its introduction in 2017. This measure is to align with inflation and help reinforce the UK's commitment to nurturing local talents while responsibly managing foreign recruitment.
Balancing Skill Migration With Economic Sustainability
Experts note that "while these changes signal the end of low skilled migration routes this strategic shift reflects a thoughtful move towards creating a sustainable and high value immigration system", as noted by Yash Dubal Managing Director of A Y and J Solicitors
