The allocation of nominations to a province is contingent on various factors, including factors like the local population and the specific workforce requirements in that region.

Quebec has a unique agreement with the federal government that allows it to independently select and decide the quantity of economic immigrants, like skilled workers, coming to the province. This autonomy is possible because immigration is a shared responsibility between federal and provincial authorities.

Provincial Immigration Highlights: September 9-15, 2023

Let us catch up on the immigration outcomes for Provincial program draws held from September 9 to September 15, 2023.

Province 1: Quebec

On September 5 2023, Quebec extended invitations to 1433 candidates for permanent selection. These candidates had to meet a minimum score of 586 for consideration. Quebec employs a scoring system akin to the Comprehensive Ranking System.

Quebec is the sole province in Canada where French serves as the official language. To promote and preserve the status of French in Quebec, eligible candidates were required to demonstrate a French oral proficiency level of 7 or higher, as per the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent.

Province 2: Manitoba

On September 7 2023, Manitoba issued invitations to 558 candidates under the Manitoba Provincial Nominee Program (MPNP) through four separate draws.

1. Among these draws, two were specifically for Skilled Workers in Manitoba.
   1. The first draw, occupation-specific, targeted 230 candidates in 19 National Occupational Classification (NOC) 2021 major groups, each requiring a minimum score of 595.
   2. The second draw for skilled workers was more general, inviting 236 candidates with a minimum score of 640, without targeting specific occupations or attributes.
2. The remaining two draws welcomed 52 candidates from the International Education stream and 40 Skilled Workers Overseas, all meeting the minimum score requirement of 724.

Province 3: British Columbia

On September 12, the BC PNP draw extended invitations to a total of 183 candidates from the Skilled Workers and International Graduate streams, including those in the Express Entry pool.

These invitations were allocated across three distinct draws that focused on specific occupations. The largest draw invited 133 candidates working in tech-related occupations, all of whom had to meet a minimum score of 88.

The remaining two draws were designed for 36 early childcare educators and assistants, as well as 14 healthcare professionals, who were required to attain a minimum score of 60.
