British Columbia to Introduce 3 New Immigration Streams for Graduates in 2025

In January 2025, the British Columbia Provincial Nominee Program (BCPNP) will launch three new Provincial Nominee Program (PNP) streams tailored for recent graduates. These new streams, aimed at international graduates, will provide clear pathways to Canadian permanent residence (PR) and enhance employment prospects in the province.
The 3 new streams are as follows:
- Bachelor’s Stream
- Master’s Stream
- Doctorate Stream
International graduates are defined as individuals who have earned a degree, diploma, or certificate from an eligible post-secondary institution in Canada within the past 3 years.
Below are the details regarding the eligibility criteria for the BCPNP International Graduate streams:
Graduate Immigration Streams Launch Details
- Launch Date: January 2025
- Language Requirement: Minimum Canadian Language Benchmark (CLB) level 8 for each stream
- Eligibility: Graduates of diploma and certificate programs are not eligible for these streams but may qualify for other BCPNP pathways.
Eligibility Criteria for Each Graduate Immigration Stream
The specific eligibility criteria for the different immigration streams for graduates include:
Bachelor’s Stream
- Eligibility: Recent graduates with Bachelor’s degrees from eligible post-secondary institutions.
- Job Offer Requirement: Must have a full-time, indeterminate job offer (without a declared end date).
Master’s Stream
- Eligibility: Recent graduates with Master’s degrees (in any field of study) from eligible post-secondary institutions.
- Job Offer Requirement: Must have a full-time job offer lasting at least 1 year in a skilled occupation.
Doctorate Stream
- Eligibility: Graduates and PhD candidates from doctoral-level programs at eligible post-secondary institutions.
Additional Details
- Job Offer Restrictions: The streams will not be restricted to a list of eligible occupations; however, job offers must meet the criteria for each stream.
- Program Restrictions: There will be no list of approved programs, meaning graduates from degree programs in any field of study may be eligible if they meet the required criteria.
- Competition for Invitations to Apply (ITAs): Each stream will be considered independently, ensuring that Bachelor’s, Master’s, and Doctorate stream applicants compete only with other applicants holding the same credential.
