Ontario Updates Intake for Employer Job Offer Streams

Starting July 2, 2025, Ontario will implement a major change to the intake process for its Employer Job Offer streams under the Ontario Immigrant Nominee Program (OINP). With this change, foreign nationals will no longer be able to apply independently to these streams.
A new online employer portal will be launched, shifting the process from being applicant-led to employer-led. Now, employers must initiate the application process and submit key details before a candidate can submit their Expression of Interest (EOI).
Candidates who previously submitted their EOI will see their profiles expire and must now coordinate with their employers to reapply under the revised system. This change affects all three Employer Job Offer streams - Foreign Worker stream, International Student stream, and In-Demand Skills stream.
Key Dates for Changes to Ontario Employer Job Offer Streams
Ontario is introducing its new employer-led intake system in stages. Here is how the transition will unfold.
- June 20 to July 2: The ONIP will not accept new Expressions of Interest (EOIs) for the Employer Job Offer streams during this time.
- June 21 and June 22: All EOIs previously submitted under these streams will automatically expire and be withdrawn from the system. Candidates will need to start fresh under the new process.
- June 27 to June 29: The entire OINP online platform will be temporarily closed. No activity across any streams will be possible during this system shutdown.
- July 2: The new Employer Portal will officially launch. Employers can begin registering and submitting job offer details to initiate applications on behalf of candidates.
Once the portal is live, candidates will only be able to register an EOI after their employer submits the required position details. Those with expired EOIs can reapply through this updated process. Going forward, EOIs submitted under the new system will be valid for up to 12 months and may be selected in future draws, as announced by the OINP.

Additional Changes to the OINP System
Ontario is preparing to roll out further changes to improve the integrity and oversight of the OINP program. These reforms are aimed at enhancing transparency, protecting applicant privacy, and preventing misuse of job offers.
Key changes include,
- Inspectors may now conduct in-person interviews with OINP applicants to verify information and ensure compliance.
- Online job posting platforms will be required to include reporting tools that flag potentially fraudulent employment listings.
- The province will review how employers access job seekers’ electronic information, focusing on current practices, data privacy boundaries, and any necessary updates to privacy obligations.
