Manitoba Launches New Pilot Programs for Pathways to Permanent Residency

On November 15, the Manitoba government launched a 3 year pilot program initiative aimed at addressing labour shortages in the rural west central region.
The West-Central Immigration initiative aims to witness a collaboration between the province and seven rural municipalities, as well as Gambler First Nation. The participating partners are:
- Municipality of Russell - Binscarth
- Rural Municipality of Yellowhead
- Municipality of Roblin
- Rural Municipality of Ellice-Archie
- Rural Municipality of Riding Mountain West
- Rossburn Municipality
- Prairie View Municipality
- Gambler First Nation
A survey of 85 employers in the region revealed that approximately 240 to 300 workers would be needed over the next 3 years to meet the labour demands in the region which would result from new positions, retirements, replacements, and growth.
Manitoba’s Minister of Labour and Immigration, Malaya Marceline, emphasised that the initiative will address labour market gaps and support economic and community growth. According to Marcelino the pilot program is designed to meet the local work force needs in rural Manitoba while reinforcing the province’s reputation as a welcoming destination.
This pilot program builds on Manitoba's existing regional immigration programs in Winkler Stanley, Morden, and Parkland regions. Marcelino also indicated that the province plans to collaborate with additional rural municipalities to create similar initiatives in the future.

Canada periodically launches immigration pilots to address specific regional or sectoral labour shortages and promote growth in targeted areas These pilot programs typically involve collaboration between various levels of government, including federal, provincial and local authorities.
The eligibility requirements for each pilot vary. While some may require applicants to have a job offer, others focus on factors such as work experience, language skills and education. An example of an active immigration pilot is the Agri foot pilot, which aims to address the labour needs of Canada's Agri food sector.
Pilots are usually time limited but those that prove successful can evolve into permanent immigration programs. For instance, the Atlantic Immigration Program replaced the Atlantic Immigration pilot in 2022.
