Breakdown of Temporary Residents Targets Under the Immigration Levels Plan 2025
The Canadian government has outlined new measures to ensure a balanced migration system, aiming to reduce the share of temporary residents to 5% of the total population by the end of 2026.
To achieve this, significant policy adjustments have been introduced, including intake caps on most study permit applications, updated cost-of-living requirements for students, and revised eligibility criteria for Post-Graduation Work Permits and changes to spousal work permits under the International Mobility Program (IMP) and Temporary Foreign Worker (TFW) Program. Additionally, new regulations for the low-wage stream of the TFW Program have been implemented to better align with current labor market demands.
Temporary resident arrival targets are set at 673,650 in 2025, 516,600 in 2026, and 543,600 in 2027, encompassing work and study permits for new arrivals.
In 2025, international students will account for 45% of these arrivals, reflecting the previously announced study permit cap. By 2026 and 2027, international students will form the majority of temporary resident arrivals at 59% and 56%, respectively, with the remaining permits allocated to temporary workers.
These measures aim to meet labor market needs while supporting Canadian employers in key sectors reliant on temporary workers.
