Quebec Issues 231 Immigration Invitations in Recent Skilled Worker Selection Draw

On August 28, Quebec issued 231 invitations, aiming highly qualified candidates and exceptional talent under two distinct streams of the Skilled Worker Selection Program (PSTQ).
Under this draw, Candidates were invited through two discrete streams of the program, either for their work experience in non-regulated skilled professions or their exceptional talent and ability, including other factors.
The August 28 Quebec Immigration Draw
The recent Quebec Immigration draw focused on two PSTQ streams, which are:
- Highly Qualified and Specialized Skills Stream: 227 candidates were issued invitations. Eligibility included being in Quebec, holding a relevant Quebec diploma (university level: 30 credits; college/vocational: program of at least 900 hours), and achieving a minimum score of 760 on Quebec’s selection grid, along with meeting other minimum Stream 1 requirements.
- Exceptional Talent Stream: 4 candidates were invited based on holding a PhD and at least three years’ professional experience in the past five years, plus meeting Stream 4 criteria.

Recent Updates on Quebec Immigration Policy
The provincial government has taken certain actions and is proposing further changes:
Actions Implemented
- Suspension of the Quebec Experience Program (PEQ): Workers' route to permanent residence, and the PEQ – Diplomas pathway, both extended until November 30, 2025.
- Reopening of PSTQ in July 2025.
- Extension of intake suspension for the Program for Refugees Abroad (Collective Sponsorship) till December 31, 2027.

Suggested Immigration Changes
- Setting targets and reducing temporary resident levels, with an aim to cut temporary foreign workers from 72,000 to 65,000 in over four years, and halve those working in Montreal.
- Prioritizing PR for existing temporary residents in Quebec.
- Requiring temporary foreign workers to prove French proficiency to renew work permits.
- Public consultation on these proposals ended August 15, 2025, with a finalized admissions plan due October 2025
