Quebec Issues 238 Invitations in First Skilled Worker Selection Program Round

Quebec issued its 238 ITAs in its first invitations under the Skilled Worker Selection Program (PSTQ) on July 17. The invitations are set to target individuals who are living in Quebec, aiming for those who speak French, have work experience or educational credentials from within the province, and are employed in occupations that help address Quebec’s labour shortages.
For the recent round of invitations, the province targeted two of the program’s streams:
- Stream 1 is for highly qualified and specialized skills (216 invitations sent)
- Stream 4 is for Exceptional talent (22 invitations sent)
Stream 1: Highly Qualified and Specialized Skills
The Minister of Immigration, Francization, and Integration has released slots for 216 invitations for individuals to apply for permanent selection under the Skilled Worker Selection Program.
To qualify, candidates must:
- Score 768 points
- Be living in Quebec
- Have academic qualifications from a Quebec college and a university
Minimum Requirements Include:
- Profession classified under the FEER 0, 1, or 2
- Must have at least a year of work experience
- Not aiming to practice a regulated profession
- Demonstrate level 7 or higher in oral and
- Level 5 or higher in written competencies

Stream 4: Exceptional Talent
Under this stream, 22 invitations have been sent out for candidates to apply for permanent selection who have outstanding professional achievements and recognition.
Minimum Requirements Include:
- Must possess one of the following documents:
- A positive opinion offered by a Ministère partner in a targeted field; or
- A document proving an achievement listed in the Ministry of Immigration’s List of Exceptional Accomplishments (PDF) for applicants under Stream 4.
- Must have three years of work experience over the last five years.
