Canada Introduces New Measures To Strengthen Temporary Immigration System

Canada has implemented updated immigration regulations aimed at enhancing the integrity of its Temporary Residence programs. The changes introduced by Immigration, Refugees and Citizenship Canada (IRCC) on February 12, 2025 are part of ongoing efforts to regulate temporary immigration and maintain border security.
The updated Immigration and Refugees Protection Regulations came into effect on January 31, 2025 and are as well published in Canada's Gazette II. These measures apply to electronic travel authorizations (eTAs), Work Permit, Study Permits and Temporary Resident Visas (TRV).
Key Updates to Temporary Residency Rules in Canada
The new regulations allow immigration officials to update or revoke temporary resident documents in specific cases, including:
- If an individual is found ineligible due to false information, criminal history or other in admissibility concerns
- If there is insufficient evidence to confirm that a person will leave Canada upon completing their authorised stay
- If the document is lost, stolen, destroyed or voluntarily surrendered
- If the individual transitions to permanent residency (PR)
- If the document holder is deceased
- If an administrative error occurs during the issuance of the document
In a statement, ircc emphasised Canada's commitment to welcoming visitors, workers and students from around the world, while ensuring that all temporary residents meet the eligibility and admissibility requirements under the Immigration and Refugees Protection Act (IRPA).
Enhancing the Student Visa Process
A significant aspect of these measures focuses on refining the international student visa process. Canada, which is a top destination for global learners, is all set to issue 437,000 study permits in 2025. With the growing demand, the government is strengthening oversight to prevent fraudulent applications and ensure compliance with enrollment requirements.
Recent data by Canada revealed that approximately 50,000 international students applied for study permits, but did not enrol in their designated institutions. To maintain transparency, Canada has been implementing routine compliance checks. IRCC has also reassured students that document verification requests are part of a standard process to ensure accountability among designated learning institutions.
Given India's position as the leading source country for international students in Canada, Indian applicants may receive a higher volume of search verification requests. However, IRCC clarified that these are standard procedures and not new policies.
