IRCC Issues 400 ITAs in the Latest Express Entry Draw for Canadian Experience Class Candidates

Immigration, Refugees, and Citizenship Canada (IRCC) has invited 400 candidates to apply for Permanent Residency in its latest Express Entry draw, held exclusively for the Canadian Experience Class (CEC).
Applicants in order to qualify for an Invitation to Apply (ITA) needed a minimum Comprehensive Ranking System (CRS) score of 547. This CRS cutoff score is so far the highest qualifying score for a CEC draw held this year.
The November 13 draw is the 2nd Express Entry draw of November, following the November 12th draw wherein 733 candidates were invited through a Provincial Nominee Program (PNP) aligned draw.

Analysis of Express Entry Draw Pattern for 2025
The latest invitations align with Canada's recently announced Immigration Levels Plan 2025 which has set a target of welcoming 124,680 Express Entry candidates next year. Those receiving ITAs today will contribute to next year's admissions either under the In-Canada Focus targets or the Federal Economic Priorities category.
The In-Canada focus aims to grant permanent residency to 80,980 temporary residents currently living in Canada representing 40% of the country's total economy immigration for 2025. Many of these candidates will fall under the CEC or PNP streams
Additionally, the Federal Economic Priorities category with a target of 41,700 admissions for 2025 would focus on addressing urgent gaps in healthcare trade and increasing French-speaking newcomers outside Quebec.
