Canada has lowered its permanent residency intake target to 1.14 million for the 2025-2027 period, with increased focus on category-based and Canadian Experience Class draws than general draws. The list of Express Entry rules changes in 2025 includes:

#1 in the starting months of 2025, IRCC Canada released an official announcement concerning the implementation of a new category for education for the category-based Express Entry draws 2025. 

This category prioritizes professions such as Elementary and Secondary school teachers, Early childhood Educators, and Teacher Assistants, with increased opportunities for French-speaking educators.

Now that the Transport category has been removed from the Express Entry category-based selection draws, the updated list of Express Entry 2025 categories includes:

• French Language Proficiency
• Healthcare and Social Services Occupations
• STEM Occupations
• Trade Occupations
• Education Occupations
• Agricultural and Agri-food Occupations

#2 Starting March 25, 2025, IRCC has removed the additional CRS points that were previously being awarded for qualifying Canadian job offers (i.e., 50 points for most skilled offers and 200 points for major 00 or senior management roles). 

This measure aims to prevent document fraud and the practice of ghost jobs; hence, candidates under the Express Entry system will no longer receive the additional points for Labour Market Impact Assessment (LMIA) CRS points 

#3 A remarkable change in Express Entry in 2025 is the division of the “Federal High Skilled category into two streams, that is, the Federal Economic Priorities and In-Canada focus. This approach perfectly blends or balances the recruitment of global talent while retaining skilled individuals already contributing to the Canadian economy

1. The Federal Economic Priority Stream has been allocated 41,700 admissions for 2025, and this stream targets candidates addressing National Labour Shortages or advancing strategic economic goals. The key focus areas for the federal economic priority stream include Healthcare, Trades, STEM, and Francophone Immigration
2. The In-Canada focus stream has been allocated 82,980 admission spots for 2025, and this stream emphasises transitioning temporary residents, such as international students and temporary workers, into permanent residents
