Canada’s immigration minister, Sean Fraser, announces some recent changes in the selection criteria for the Express Entry pool of applicants. These new categories were picked to fend off the labor shortages in the Canadian job market.
The revamped eligibility criteria focus more on the Express Entry candidates with
- French language proficiency
- Work experience in the following occupation
- Healthcare
- Science, Technology, Engineering, and Mathematics (STEM) professions.
- Trades such as carpenters, plumbers, and contractors
- Transport
- Agriculture and agri-food
Immigration has always played a major role in meeting the labor shortages in the Canadian labor market. According to Sean Fraser, allowing the IRCC to invite immigrants based on these targeted professions will allow the government to keep its commitment to welcoming skilled professionals in in-demand jobs into communities across the country.
In June 2022, the Canadian government made some major changes to the Immigration and Refugee Protection Act, allowing the IRCC to welcome immigrants based on key attributes that support economic priorities, such as French language proficiency or specific work experience.
The minister has to attend public consultations with the provinces and territories, members of industrial unions, employers, workers, advocacy groups, settlement providers, and immigration researchers and practitioners to bring in any changes in the immigration system under the legislative law.
These new categories are brought in to fill vacant positions in the Canadian labor market. The changes are also implemented keeping in mind the growing prominence of the French language among the French-speaking minorities outside Quebec.
The changes made in the selection criteria are based on the detailed consultations that brought out the labor shortages in particular occupations in Canada. These changes are supposed to bring effective growth to Canada’s economy.
Each year the IRCC is required to report to parliament about
- The categories chosen
- Why and how they were chosen
- The instructions to establish a category
- The number of invitations for each category
These new categories open up new opportunities for many Express Entry candidates. According to Fraser, this will also allow the industries to flourish as they will have enough skilled workers available to improve their productivity. The changes will also empower the French-speaking communities by increasing the number of French-speaking workers in the country’s workforce.
